Membership Options - REAL
Please note: FY13 subsidies from the Missouri State Library for REAL members will remain the same as FY12 for membership service fees (full and basic) and managed connection fees. Network connectivity and tail circuit subsidized fees will be announced soon. Watch for a separate announcement to REAL members.
FY12 REAL Fees
For FY12, MOREnet will offer a variety of membership options, each designed to provide members with the greatest flexibility to reduce costs while continuing to receive the services their organizations need most.
FY12 membership services and pricing are subject to change based on variances in actual members and funding sources, such as the REAL state appropriation through House Bill 12 (HB12). Public Libraries that are MOREnet Members are part of the REAL Program.
Please keep in mind that the HB12 appropriation to the State Library pays for part of the costs of the REAL Program. The posted FY12 REAL Program fees are based on the availability of those funds. HB12 funds are appropriated on an annual basis. When considering the three-year membership option below, please be aware that the fee for the REAL Program cannot be guaranteed. The invoiced fee could be the MOREnet Member rate without HB12 appropriations.
To better understand your FY12 REAL Program fees, here are a few things to remember:
- The FY12 REAL Program fees remain similar to the FY11 fees
- Like FY11, there are two fee components that will be charged to the REAL Program members
- Membership fees based on total tax revenue
- A Network Connectivity fee for each connection
- REAL Program members now have a choice between a Full-service Membership or a lower cost, Basic Membership option
- Today, REAL Program members do not pay the cost of their tail circuits or their managed connection fee

Membership Service Packages
Members may now select from two membership service packages. Whether your organization uses all the services MOREnet offers or just a few, we have the membership package for you!
Full-Service Membership The Best Value!
MOREnet’s Full-Service Membership includes all services historically provided with membership at unlimited volumes. No planning ahead or budgeting for a specific number of calls, training seats or videoconferencing hours needed. The Full-Service Membership package is designed to provide members with the support and reliability that they’ve come to count on over the years. Please note that for-fee services are optional and sold separately.

- EBSCO, Gale and NewsBank online resource database access (online resources are funded through a contract with the Missouri State Library, based upon the availability of HB12)
- LearningExpress Library online resource database access (funded through the Department of Elementary and Secondary Education and the REAL Program)
- Job & Career Accelerator online resource access (funded through REAL)
- Unlimited technical support, network consulting and non-connection related network security services*
- Unlimited videoconference end-point bridging and support (7:30 a.m. – 5 p.m., Monday – Friday)**
- Unlimited technical training
- Unlimited web seminars from MOREnet staff
- Unlimited E-rate support and training for K-12 schools and public libraries
- Discussion list set up and subscriptions

Basic Membership
The Basic Membership package includes a base amount of support for MOREnet’s most popular services: training, technical support and videoconferencing and provides the opportunity for members to purchase additional service as needed. This membership package provides the greatest flexibility for members to lower costs and only purchase the service(s) they need, as they need them.

Connectivity Options
Network Circuit Orders: As circuits are added, renewed or upgraded, member organizations are responsible for any early termination penalties that may be incurred. An authorized member signature is required before circuit orders will be placed.
Non-MOREnet Connection Option: Members may elect to order network connections through MOREnet or may choose to procure a network connection from a third-party vendor. In order to continue access to MOREnet member services, members procuring their own network connections via a third-party must pay the appropriate membership service fees and any other service fees as applicable. Please note that for-fee services are optional and sold separately.
For FY12, MOREnet will begin to standardize its available bandwidth tiers in order to streamline the procurement process and better align with the standard tiers offered by the vendors. As member circuits are renewed or upgraded, new circuits will align to the following standard tiers:

FY12 Network Connectivity Fees*
MOREnet is pleased to announce discounted FY12 fees for network connectivity. This fee is based on the bandwidth for each connection a member organization is receiving from MOREnet. It covers the costs related to bringing member connections into the MOREnet backbone, Internet access, support of the MOREnet backbone and a connection to Internet2.
New for FY12 – MOREnet will “lock-in” your Network Connectivity Fee for the full remaining term of your circuit. As circuits are upgraded or renewed, MOREnet will apply and “lock-in” the then-current Network Connectivity Fee for the term of your circuit. This could change based on the availability of the REAL state appropriation and other fund sources*
The network connectivity fee for branch library connections beyond the largest connection will be assessed as existing circuits are upgraded or renewed, whichever occurs first through June 30, 2013. Beginning July 1, 2013 (FY14) all connections including branch connections will be assessed a Network Connectivity Fee.
Libraries with multiple connections will receive advance notice of any pending connection charges and will be given the option to retain the MOREnet connection or seek a commercial connection for that location.

FY12 Managed Connection Fees*
For all MOREnet-ordered connections, MOREnet staff will manage the router and provide connection-related security assistance. Historically, this cost was imbedded in the membership fee. Since connectivity through MOREnet is optional MOREnet has removed this fee from the membership fee and is requiring it for all MOREnet-ordered connections. To help reduce costs, members may select either a one-year or three-year Managed Connection Fee that is co-terminus with your network circuit.
Services included with the Managed Connection Fee:
- Router management
- Connection utilization information (MRTG and NetFlow)
- After-hours connection monitoring
- MOREnet members choosing to purchase connectivity through MOREnet have full access to network security services. Any member choosing the non-connected option will access network security as part of their Membership Services package selection
- Vendor management and trouble repair coordination
- Circuit procurement services, including bid development and vendor negotiations

Service Cancellation Policies
MOREnet commits specific resources and expenses to ensure service delivery for all members. To protect the consortium as a whole and buffer all members from the financial variability as membership and service levels shift, MOREnet must ensure that any costs incurred are recovered. An authorized electronic signature from each member organization will be required when ordering network connections.
Beginning in Fiscal Year 2012, the following early termination penalties will apply:
One-year Membership Service and Managed Connection Fees:
Should a member elect to cancel service within the one-year service period, MOREnet will follow these guidelines:
| Cancellation effective between July 1 and Sept. 30: | Fee pro-rated monthly for up to three-months |
| Cancellation effective between Oct. 1 and June 30: | Full annual fee charged |
Three-year Membership Service and Managed Connection Fees:
Should a member elect to cancel membership services before the end of the three-year service period, the member shall be responsible for the full price differential between the one- and three-year fee, 10 percent of the pro-rated remaining service period fee and an administrative processing fee of $250.
MOREnet Network Connectivity Fees:
MOREnet will review network connectivity fee cancellation costs with each member upon notification of cancellation. Members should provide at least 60 days notice on all cancellations so we may work with you to avoid additional costs.
Vendor Network Connection Fees:
Early termination penalties, as per the current vendor and circuit contract, will apply. Member is responsible for 100 percent of any termination penalty due to early circuit termination.
