MOREnet to Assist DESE in Technology Readiness Project

Dear MOREnet Member:

Recently, MOREnet met with the Office of Administration (OA) and the Department of Elementary and Secondary Education (DESE) about our shared concerns regarding the readiness of Missouri schools to meet the online testing requirements provided by the Smarter Balanced Assessment Consortium (SBAC), as well as the bandwidth recommendations of the State Board of Education, which mirror the 2014-15 (and 2017-18) bandwidth recommendations from the State Educational Technology Directors Association (SETDA).

As a result, MOREnet will be assisting DESE with a district technology readiness assessment. Over the next few weeks, MOREnet will be contacting many, but not all, schools to identify the challenges they face in meeting the SETDA and SBAC recommendations articulated below. As we contact the schools, our areas of focus will be a district’s external Internet connectivity, building networks, intra-building networking and/or intra-district connectivity. MOREnet will then use the information to develop a range of cost estimates and technology alternatives that would enable the district to meet these specific targets:

  • SETDA’s 2014-2015 external Internet connectivity recommendation (100 Mbps for each 1000 students/staff)
  • SETDA’s 2017-2018 external Internet connectivity recommendation (1 Gbps for each 1000 students/staff)
  • SBAC’s online testing recommendation (1 Mbps for each 100 devices / 45Kbps per active test)

MOREnet has supported Missouri’s education community for more than 22 years with essential networking solutions and technology services and has worked with nearly every telecommunications provider, most of the regional fiber providers and Rural Electric Cooperatives (RECs) which provide connectivity. Over the years, MOREnet has worked with nearly every Missouri school district and has substantial knowledge of and familiarity with the districts, their infrastructure, their leadership and their technical staff.

MOREnet has already begun work on readying member districts for the online testing through discussions with the Smarter Balanced Assessment Consortium, DESE staff and state leaders. Several member districts have already increased their bandwidth and worked with our network consultants to ready their campus and building networks for the upcoming online testing requirements and to ensure sufficient external bandwidth for instruction and administrative purposes.

We have been asked to complete our survey work within a very short time frame.
