MOREnet Council Meeting Minutes - June 18, 2010

Notice of meeting was delayed to less than 24 hours due to the Governor’s action requiring a change to the agenda. Council Chair Tim Gallimore called the MOREnet Council meeting to order. Those who were in attendance are listed above.


MOREnet FY11 Budget Discussion

Executive Director John Gillispie informed the Council members that Governor Nixon cut the entire FY 2011 appropriation for MOREnet from the state budget. Gillispie gave a high-level review of what the defunding means for members. The leadership team had been preparing scenarios in expectation of a cut, although they did not expect the state appropriation to be zeroed out. There are many options to be considered when deciding MOREnet’s future. However, the sponsoring organizations must first make a commitment that they want MOREnet to continue.

Gallimore asked the representative from each sponsor for their initial response to the budget crisis. All expressed commitment to the long-term survival of MOREnet and to seeing the organization through the immediate crisis in FY10. Council members from each MOREnet program will be reviewing the impact that the budget cut will have on member institutions to determine how to proceed in FY11 and beyond.

Next week staff will hold meetings with each sponsor to determine the new rates that will need to be in place by July 1, 2010. In order to keep pricing consistent with the scenarios developed, there will need to be a commitment from the members to remain in the organization.

Doug Young reported that if the services that state agencies currently purchase from MOREnet increase over what similar services would cost elsewhere, the Office of Administration will purchase those services elsewhere.

Circuit Early Termination Cost (ETC) Policy and Network Connection Policy Implementation

At the April 30, 2010 meeting, the Council agreed to eliminate the policy requiring members to maintain a MOREnet Internet connection. At that time a policy change regarding the circuit termination liability was also requested. Gillispie reported that staff has researched the member circuit upgrades that are needed. Without a new termination policy, MOREnet cannot place orders for connectivity service to ensure that capacity is in place by fall.

Margaret Conroy moved to approve modifying the current MOREnet Service Policies to include a policy that shifts program-funded circuit termination costs to the individual member as part of the connection policy implementation as proposed. Deborah Sutton seconded the motion and it passed unanimously.
