FY15 REAL Appropriation Withheld, Important Library Service Information Enclosed

As you know, on June 24 the Governor signed the budget and released a list of General Revenue line item vetoes and withholds. The withholds included the full amount of the REAL Appropriation ($3.1 million) for FY15, July 1, 2014 – June 30, 2015. Since the full amount of the REAL Appropriation has been withheld, at this time the State Library is not able to enter into any agreement with MOREnet to cover any part of the costs for public library membership or connectivity services. Should funds be released later in the year, we will work with the State Library on an agreement to use those funds for REAL Program costs.

MOREnet realizes this is a difficult time and there are many unknowns about the availability of funding for the current fiscal year. The following information summarizes the webinar material and addresses FY15 fees and services for libraries. We encourage you to review the information and contact us with any questions you may have about your individual fees or services.

FY15 Invoicing to Begin July 1
To give libraries as much time as possible to plan, FY15 annual invoices are being issued this week. Invoice terms will be Net 90 Days to allow you time to review your costs and make important decisions.

Online Resources
We realize that the Online Resources and access to the research and education materials is of great importance to all our members. The REAL Appropriation has typically funded the Online Resources that benefit all members with either a Full or Basic membership package. Fortunately, MOREnet has a contingency fund that allows us to renew EBSCO, Gale and Learning Express Library for FY15. We are actively talking with ProQuest about our options to retain access to HeritageQuest for FY15 and hope to share this information as soon as possible. Unfortunately, Job and Career Accelerator and Popular Software Tutorials will not be renewed after September 30, 2014. MOREnet is working with LearningExpress, LLC to provide a consortium discount rate if a member wishes to purchase this resource on their own.

Membership Service Package Fees, Full & Basic, Network Connectivity and Managed Connection Fees
Libraries will be invoiced at the regular MOREnet rate beginning July 1, 2014. Please review the REAL Program fee schedule at http://www.more.net/content/fy15-real-service-options-and-fees to determine the MOREnet rate that applies to your library. This will match your FY15 invoice that will be issued soon.

MOREnet has applied for E-rate on your behalf for fiscal year 2015 and all applicable discounts will be applied and reflected on your invoice.

Should a circuit be cancelled before the contract expiration date, early termination fees may apply and are the responsibility of the library. Early Termination Penalties can range from 0% to 100% of the remaining cost of the circuit and vary by contract, vendor and circuit expiration date. MOREnet will be sharing current circuit costs and applicable early termination costs as of July 1, with each library. Please note that should a circuit be cancelled, E-rate cannot be applied and each library will be responsible for 100% of the cost of the circuit. There are many factors to consider before deciding to cancel services and we encourage you to talk through these with us.

Connection Upgrades
All upgrades that were in process have been put on hold with the telecommunications companies, where possible. Some may be canceled without penalty while others may not. Any library that has an upgrade in process will be contacted to discuss the specific situation.

The July 2014 REAL upgrade window has been cancelled. If a library has submitted a request for an upgrade they may continue with the upgrade at any time. However, they will be responsible for 100% of the costs related to the upgrade.

Additional REAL Program Funded Services
The REAL Program also funded a number of special services that have been placed on hold indefinitely. These include:
  • Wireless Assessment Surveys will no longer be funded through the REAL Program. However, a library may request one at any time but will be responsible for 100% of the cost.
  • 35 registrations for the annual MOREnet conference will no longer be funded by the REAL Program.
  • Hotel accommodations for library staff presenting at the annual MOREnet conference will no longer be provided. If you have been accepted to present at the conference you will be contacted to discuss your availability.
