Eligibility Requirements

Any eligible non-proprietary public or private higher education institution can join MERC. The institution must meet the criteria listed below.

Membership shall be limited to public and private not-for-profit, two- and four-year institutions of higher (post-secondary) education.

In addition, prospective members must be:

  • Approved to operate by the Missouri Department of Higher Education,
  • Accredited by relevant accreditation bodies,
  • Award Associate or higher degrees,
  • Missouri-based; i.e., have their main campus or administrative headquarters in Missouri.

Policies and Procedures

In order to enable stable and reliable connections, MOREnet provides router management services for the gateway router that provides access from the MOREnet network to a site's network, as defined in the Router Management service description.

MOREnet offers Internet Connection Support with all memberships. Extended hours of support are available for members requiring support beyond normal business hours with completion of an Extended Support Hours Service Level Agreement.

All MERC member institutions must comply with the MOREnet Service Policies.

Application Process

 MERC is a membership organization with a Board of Directors that oversees the affairs of the Consortium. Acceptance of new members shall be by majority vote of the MERC Board of Directors. Prospective members may apply to join MERC by following the procedures below.

To apply for MERC membership, please fill out and sign two original copies of the Missouri Research and Education Network Participation Agreement and mail to:

Upon receipt the participation agreement, the applicant's request for membership is placed before the MERC Board of Directors for vote. If accepted, the forms are sent on to MOREnet Administration for signing and processing.

One original will be returned to you once MOREnet Administration has signed both Participation Agreements.

Once accepted into the Consortium, the new member will need to fill out the online Connection Information Form. Once received, an order form (if applicable) will be generated and sent to the new member for signature and return to MOREnet. Once the signed order form is received, the circuit order will be placed. MOREnet services and connections are set up and ready to use approximately eight to twelve weeks after the order is placed. Please note that some connections could take longer depending upon circuit type and physical location.
