Policy Update Effective: July 1, 2015
If a library terminates a MOREnet managed connection to a branch library location, that branch location will no longer be eligible for a REAL Program funded connection. The library may contract with MOREnet for a MOREnet managed connection but will be responsible for the full amount of service fees, after E-rate. This policy will be reviewed if additional funding is restored to the REAL Program in FY17 and following years.
A one-time exception is made for those libraries that dropped branch connections during FY15 (July 1, 2014 â€“ June 30, 2015) as a result of the restriction of the REAL Program funding. Those branch connections may be reinstated for REAL Program funding, subject to approval of the State Library and availability of funding. Libraries must notify the State Library by September 30 2016 of their intent to reinstate the connection. The connection must be converted to a MOREnet managed connection by the end of FY16 to be eligible for reinstatement.
The Missouri State Library and MOREnet offer an enhancement to the REAL program to provide Internet connectivity for public library branches. MOREnet managed connections at branch libraries will enable libraries to enhance resource sharing and implement library automation systems.
The level of E-rate discounts accrued to the REAL program permits it to partially fund dedicated data connections to branch libraries. Branch connections are subject to an annual Network Connectivity Fee based on the size of the connection. The REAL Program fees are listed at more.net/fees-real. Branch connections provided by the REAL program under this policy are available as long as E-rate discounts and program funding are sufficient to cover costs. Main connections for new participating libraries are a priority over branch connections.
Branch libraries will receive a direct Internet connection. Costs for Internet connections to library branches are partially covered by the REAL program. This includes routers, CSU, installation and monthly costs for data lines.
MOREnet manages the router or switch (edge device) that is provided as part of the REAL project for all main and branch connections. MOREnet staff have exclusive access and control of the edge device. Please refer to more.net/content/router-management for additional information.
Library branches must meet the following criteria:
- Two computers.
- Commitment to public access.
- Open at least 20 hours per week with some evening and/or weekend hours, or have a shared library automation system.
- Ability to send up to two branch staff to Basic Internet training at MOREnet, available at no cost to the library, including meals, lodging and mileage. Non-paid staff is not eligible for this training.
Libraries who wish to begin the process of connecting their branches should send an email to firstname.lastname@example.org with a Point of Contact name and fax number. MOREnet staff will provide the Technology Assessment form for the library to complete for each branch.
In the email, please include the following information:
- Names of branches to be connected, operating days/hours for each branch, and estimated service population for each branch.
- Date branch connections are required (recommend 30 days prior to installation of library automation system).
Given past experience with Missouri telephone companies, we recommend you begin this process at least 4 months prior to when you need the dedicated data connection. Once the Technology Assessments are returned, MOREnet will order the connections and equipment.
