The discounts are paid directly to the companies that provide schools and libraries with these technology services. In turn, the school or library receives a discounted bill or a reimbursement.

Each year, the amount available for funding must be approved. A funding year begins on July 1, and ends on the following June 30.

Internet Connection

On termination of a member’s Internet connection, all MOREnet-owned equipment must be returned. The member may be responsible for replacement fees for equipment that is not returned in a timely manner or that is damaged by the member.

Microsoft Licensing

Student licensing must also be obtained if any equipment is assigned to a student for their exclusive use, such as in a 1-to-1 initiative. Please contact ees@more.net for more information about student licensing options.

All services are subject to MOREnet service policies. Microsoft’s EES Program’s Terms and Conditions also apply.

The Education Cooperative (TEC) Data Privacy Agreement (DPA) Service

  • The Education Cooperative (TEC) has developed a successful collaborative model of administrative and legal support required to negotiate privacy terms with software vendors and to secure signed student data privacy agreements (DPAs) for school districts (DPA Services). MOREnet is making the TEC DPA Services available to its K-12 district members who participate in MOREnet’s Missouri Student Privacy Alliance (MOSPA) as an optional for-fee service.
  • MOREnet is not party to the privacy agreements established via the TEC DPA Services. MOREnet does not participate in the discussion, process, or vendor negotiations included with the TEC DPA Services; each subscribing member school district will work directly with TEC.
  • MOREnet will continue to educate and train its member school districts about the SDPC Resource Registry, how and when DPA requests shall be made to TEC and which DPA requests are appropriate to send to TEC. MOREnet will work with member school districts to resolve any issues with the SDPC Resource Registry. Member school districts must not contact TEC for issues related to the SDPC Resource Registry.
  • In providing the DPA Services, TEC will be providing certain intellectual property (“Created IP”) which concerns the TEC’s DPA Services including, but not limited to, its model, any training, or materials on its DPA Services provided to member or any opinion letters shared with member. The Created IP does not consist of any of the DPAs posted on the SDPC registry. Unless otherwise agreed, any such Created IP shall belong to TEC. MOREnet, member school districts, and their employees shall not be permitted to copy, modify, disseminate, or otherwise publish the Created IP to any other entity which is not a MOREnet member school district.
  • Member school districts and their employees will not, during this Agreement and for a period of one (1) year following termination of the Agreement for any reason whatsoever, including, but without limitation, termination by TEC for any reason, engage in any activity, directly or indirectly, in competition with TEC, either as an employee, owner, consultant, independent contractor, officer, director, or partner, of any individual or business entity, in direct competition with TEC. For the purposes of this Agreement, “direct competition with TEC” is the development, management, operation, independent contractual relationship, or employment in any capacity whatsoever with businesses and/or entities of any kind that secure student data privacy agreements from vendors for other school districts.

MOREnet will monitor the connection and increase bandwidth capacity if MOREnet determines it is warranted.
  • Backup storage is located in a secure, hardened facility designed for continuously available services. Planned and unplanned events may prevent backups from being accessible 100 percent of the time.

MOREnet shall not be responsible for backups if member does not provide adequate levels of access or omits informing MOREnet about data to be backed up.
  • MOREnet shall not be responsible for member’s inability to restore from backups and recommends that restorations are periodically performed to ensure the validity of the backups.
  • MOREnet shall not be responsible or held accountable for data loss under any circumstances.
  • Backups shall be encrypted using the client’s encryption functionality. Member shall not store credit card numbers in backups. MOREnet shall not be responsible for any liability resulting from unauthorized access to backups.
  • Restoration of backups requires the appropriate encryption key. If an encryption key is lost, there is no mechanism for key recovery, all data previously backed up with the key will be unable to restore, and affected data will have to be backed up again with a new encryption key.
  • For members that have not selected the optional Network Backup Installation and Support service subscription level, member shall be responsible for retaining and protecting their client encryption key(s). MOREnet does not have access to these key(s). Key escrow is available as part of the service.
  • For members that have selected the optional Network Backup Installation and Support service subscription level, MOREnet shall be responsible for retaining and protecting client encryption key(s). Key(s) will be shared with member upon request. MOREnet will utilize the key escrow service.
  • MOREnet is not authorized nor able to inspect data stored by members, and, therefore, MOREnet shall not be responsible for any illegal data or data that was acquired in an illegal manner. MOREnet is required to cooperate with any judicial authority that is authorized to inspect the data stored on its servers and provides the legal orders to do so.
